I had thought adding a merchant service fee for using credit cards was a violation of the merchant agreement between the vendor and credit card companies. This seems preposterous. I've not experienced this with any other hotel in Australia...including the Park Hyatt, the Westin, the Sheraton on the Park, etc in Sydney.

You are badly mistaken. This is common practice in Australia. The Westin Sydney (for example) includes the following in the "Credit Card Information" section when making a booking:
"The following credit card fees apply and will be charged at the time of transaction. Visa credit/debit: 1.1%, MasterCard credit/debit: 0.8%, Amex, Diners and JCB 2.9%."
This is all perfectly legal. "Excessive" surcharges are banned but that's it.

Evidently
bhrubin is wrong re: only Marriott properties charging the fee in Australia. I'm sure he appreciates the heads up re: the extra fee for his future Australia stays, regardless of chain.
