Let me clarify some of the facts. AT BOM, QR gives OWE access to the Premium Lounge. Emirates and Etihad Business Class pax get sent to this Premium Lounge. There is a cordoned off section within the Premium Lounge called the First Class lounge. However, QR does not send OWE to this cordoned off section called the First Class Lounge, only to the portion that is called the Premium Lounge.
QR sends OWE to the Premium Lounge which it is not obligated to do under OneWorld rules. Oneworld rules specify OWE gets access to First Class lounge and that too when it is a lounge operated by the airline itself. But no OneWorld airline is required to provide OWE access to a lounge called Premium Lounge,particularly when the lounge is a third party lounge. At BOM, the lounge is managed by a third party called MALS.
As you well know, the name of the lounge does matter. That is why OWE in Y do not get access to Al Mourjan or Al Safwa at Doha (they get sent to the First Class Lounge which you well know is significantly inferior to Al Mourjan or AL Safwa). It is the same reason why OWE do not get access to the QR Premium Lounge at LHR, only premium class pax get access to this lounge.
QR at LHR with the Premium Lounge and at DOH with Al Mourjan and AL Safwa is clearly providing superior lounge to premium class pax over status pax. It also makes sure to not name these lounges as First Class and Business Class Lounges.
That is why at BOM it is strange that that they appear to give OWE status pax access to a third party managed lounge, the Premium Lounge (not a OneWorld mandatory requirement) and Business Class pax access to the Business Class Lounge, when Business Class is the highest premium class of service on the one and only flight QR has flying out of BOM.
