This is entirely normal in my experience. It has all the appearance of an organisation that has rationalised staffing levels to the absolute bare minimum. Most airlines find that it is productive to have the aircraft turnaround performed as efficiently and promptly as possible - aircraft don't earn any money on the ground.
BA seem to have taken several steps that practically ensure delays:
- Too few turnaround managers / ground crews / tugs / buses / working aircraft
- Thanks to HBO boarding takes twice as long as it did a couple of years ago
- As per the topic, the chaotic priority boarding process (I use the term loosely) is a farce which also causes delays and confusion
