It's a park and ride facility. I can't comment on who owns it, but it has air nz branding all over it.
I've used it a number of times, mostly because it costs less than parking at the airport, especially for longer stays. It also has better reviews than other park and rides.
I've found it to be good most of the time. The shuttles run frequently and at all hours. The staff are friendly. My car is always there when I get back in the same (bad) condition I left it. There have been a couple of times when I couldn't jump straight onto a shuttle on returning and had to wait. I found that frustrating, but that's a side effect of long flights arriving at antisocial hours.
I recall that there used to be machines to check in and tag your bags at the depot building, and that I couldn't see them last time I visited (mid year) so they may have been removed.
The air nz taxis thing used to be good, but it's gone downhill, in Wellington at least. I gave up after two or three no-shows. "We're so sorry, we'll give you a refund" quickly wears thin. And the driver service guys, who were always awesome, put their prices up so high I couldn't possibly justify them on an expense claim so I had to stop using them.
