You are correct! The US government requires that each carrier submit a safety briefing plan (other countries will vary). The plan is then approved and is supposed to be carried out on every single flight. Each FA is personally liable to execute the plan, with duties as assigned.
That said, I've been on at least one short flight in my life where the safety briefing was not done (PDX-SEA on a major carrier).
