This agent is correct. There is only one Asia zone (ICN, NRT, SIN, HKG, BKK etc) for UA metal travel, but it is divided into three zones (North Asia, South Asia and Japan) for Star Alliancecarriers' travel.
For example (coach saver award)
ICN-NRT-SIN-NRT-SIN on UA --- no stopover allowed (20,000 miles)
ICN-NRT-SIN-NRT-SIN on Star Carriers --- one stopover allowed (40,000 miles)
ICN-NRT-HKG-ICN on Star Carriers --- one stopover allowed at NRT (20,000 miles)
