I don't exactly know where the Scandic properties are located in Bruges or Antwerp, but our bus system is fairly extensive so you really shouldn't worry about public transport in any of the mayor cities in Belgium.

The Scandic Bruges hotelsite states that there is a bus station 500m away.
All busses in Bruges stop at the central station so from there you can get anywhere you like.

I'm not so familiar with Antwerp and it's public transport system but I'd be amazed if you couldn't take a bus into the city at less than 1/2 mile from the hotel.
