Yes, but it's lower priority.

It's free if "I" opens up on the flight you're already confirmed on. But it's probably worth a $90/$75/whatever it is now/$150 change fee if you find "I" on a different flight.

The key is to make sure that you're not processed as an 'upgrade', but rather, are put on the waitlist for the space. If there's space, you'll get it in preference to a SE without a confirmed upgrade, even if they hold a full-Y (ie: Latitude) ticket.
Stranger has already covered most of what I want to say, but for the record, there's only one onload list, so you're going on the same list.

The big difference in this case compared to most of the times you mention this is that OP is confirmed in PY, and that is the reason they'd be above a full-Y SE.
