Why is it so hard to commend Air Canada Employees officially?

I've not had the inclination to direct my flying to Air Canada often in the last year, but it led me to wonder how one would commend the good work of the ranks.

Here are the steps I found (for Anglophones, perhaps it makes more sense in French):

1) www.aircanada.com (scroll to the very bottom), click on "Contact Information"
2) Select the drop-down for "help topics", select "Comments / Issues / Suggestions", then click "Go"
3) Ignore all the crap you see, then click "Send us an email"
4) Fill in a bunch of demographic details, then under "Issue", select "Commendation", (please note this is below Baggage Claim, Unaccompanied Minor, Passenger with a disability, Executive reseat to economy, Official languages, Flight Pass)
5) Note you have 30 Minutes to complete this form, or it expires and you start over. I recommend you type your commendation ahead of time in Word or notepad or textedit or whatever... be ready to copy/paste it.

What I find insulting to all 20k employees of Air Canada is that "Commendation" is burried under a bunch of higher priority complaints.
