Just to be clear, they may require an IDP if your home-country license is not in English (which is the case for the French one). They do not require one if your home-country license is in English.

Florida did attempt to bring in a law requiring all non-US license holders to have an IDP, but it was repealed shortly afterwards - at least in part because it was likely in breach of the Vienna Convention on Road Traffic, but also because it was just generally unfriendly to tourism!
