MIA has public transit - but - when I took it, I had to wait 45 mn for the next departure - and - it does not service Miami Beach.
FYI- the place is called Little Havana or Calle Ocho, not Little Cuba. Except for the festival street party held during March, not much to "see", only to enjoy Latin Style restaurants.
