Not as basic as you seem to think. Unless you also pay your staff barely above minimum wage and incentivise VR of senior staff, my guess is that it is rather different.

Also, they need to learn about 'sensitivities' from all over the planet. Not something you learn in a few weeks. That's why you need to mix the crews, like CIHY and others have so often advocated. As long as that is not going to happen, the new crews don't stand a chance to deliver the service I am sure they want to deliver.
