Indeed Basic fares, non BA metal and codeshares are not available for these fare. BACF from City and Stansted is available for the discount. The part pay by Avios is also available, but the maximum Avios discount is potentially lowered by the overall lower price of the underlying ticket. It's still gives only around 0.7 pence value per Avios, which is not good value in my book.
