I'm mid-HUCA - but, does anyone know what the correct answer is from actual experience?
Also, apparently with the new Premium Class seats, the infant block won't be available.
The only way to block the seat is to buy it.
However, 3 days prior to departure, if the adjacent seat is open, the system will place an indicator that there is a lap infant next to it, and when it comes to
auto-assigning, or having the agent assign seats, those spots will be assigned last. But its not going to block anyone from selecting the seat during purchase, check-in, or otherwise.
