It's not that bassinets aren't allowed, it that there is a limited number of seats with them. IIRC, only 1D has access to one on the 777 and 787 aircraft, and it's built into the top of the seat near the bulkhead. An 18 month old would not fit in it, but as there is just a lid on top of it you could potentially ask the crew if you could use it for some diapers or other light objects.
Oh, I'll give the 3 agents the benefit of the doubt when they all told me that bassinets are not available on international flights on the 787 (Hence my question). Hopefully what they were referring to is probably the limited availability of the bassinets. In any case, we have booked 1D so hopefully we will be allowed the use of the bassinet to store small items.
