you can try calling other english-speaking international BAEC lines using skype. There's a useful tool in the dashboard that let's you see which ones are open at any time of the day and night. They can be more useful than the random representative.
as anecdotal data point, my WT+ fares bought with Chase discount have been successfully upgraded to CW with Avios in the past. Done online though.
