I had a case like this where I actually tried to do this - call and register the plate with WSDOT after the bridge crossing, but within 72 hours. Since there was no toll showing as yet, I couldn't pay it, of course.
After setting up the Short Term Account, I tried to tie it to the license plate of the car. It failed. I called and was told that the rental car company had already attached the plate so I couldn't do it to have the toll charge come to me.
This was June, 2016. Five months later a bill showed up from the rental car agency for the tool (at mail-in rate), plus the administrative fee.
Since they blocked my registering to pay the fee, I'm planning to dispute this.
Has anyone done similar and have anything to share about it?
