If the PHX-ATL flight is on-time, the connection is certainly doable, but it could be a hike as the AMS flight will likely go out of F and the PHX flight could come in just about anywhere including A or T, which are numerous train stops away. I would personally want a longer layover just to not feel rushed.

This will be more than enough time. AMS is a large airport but it's separated into a Schengen zone (for Schengen area flights) and a non-Schengen zone. Since your daughter will be coming from a non-Schengen country (USA) and continuing on to a non-Schengen country (Tanzania), there will be no need to transfer between zones, no immigration, and, as you noted, no customs. It will simply be a walk from one non-Schengen gate to another which should take no more than probably 20 minutes as a worst case scenario (and perhaps quite a bit less).
