It depends on the airline, the distribution channel and CRS.

Various airlines have various limits as to how many passengers are allowed per PNR. Or how many segments are allowed per PNR. Or how long unticketed reservations are kept alive, etc.

The rules are influenced both by the various carriers' policies and the capabilities and limitations of their backend systems. Some CRSs add their own rules for various reasons.

Air NZ has its own set of pesky rules and limitations as well.
