Plastiq will mail it within a few days. Technically that should be ok, but I wouldn't risk it. In San Diego, the county warns us that "USPS only postmarks certain mail depending on the type of postage used", and that if mail is not clearly postmarked, then they will just go by the day the mail is received when determining if it is late.
