I always prefer Toronto over Montreal, but especially at Christmas. I haven't been there in a few years but from what I remember. there are decorations everywhere including some beautiful displays in the downtown office buildings and an outdoor skating rink and giant Christmas tree outside City Hall. The Bay store on Queen St. always has a really nice Christmas display also. For something really different, consider Quebec city.
