Fairly sure booking 3 one night costly rate (eg us$6000/night) Royal-Suite stays won't get someone RA status even though I would expect the $$$ taget to be reached in 3nights as well as 3 different IC's.

if we rely on evidence, and we accept that the refresh document is bonafide, then all we know from that is that revenue will be the new criterion.
