Maybe it's not for retribution. Maybe it's to help maintain a "safe" space and environment for gay couples to mingle and enjoy themselves without feeling the need to keep themselves in "check" to appease others. In this sense, it's no different then certain hotels/resorts which have no children policies. Again, the whole point is to maintain a certain environment for people (here, gay) to enjoy.
Just because something may be discriminatory in the sense that a certain group is excluded or disparately impacted, does not automatically mean it is discrimination that is wrong. Among the questions you have to ask are: what is the purpose of the policy? How does it serve it? Who is excluded or impacted?
