If the booking is made through a TA, there is something corrupting the booking and preventing this.
I have the same problem on a booking LHR-DXB. The booking was made direct with BA.
I logged in a few days ago and could see the menu. When I went back a couple of days later to submit our requests I got the message saying there is a technical problem. Tried several times since, but just keep seeing this message.
