I'd be very surprised. The voucher must be redeemed with Avios.com (or their call centre). If they can't force CE availability for you as a GCH then I don't see how you can use the voucher.
In case this helps, you can you the voucher for upgrading two one-ways. If you are travelling with someone else and Avios.com has CE availability in one direction only, use the Lloyds voucher to buy the one ways for both of you in CE (at the ET Avios price) and use your GCH privileges with BA to get CE seats in the other direction. If the website won't let you do this booking, then call Avios to make the booking. Only stipulation is that the voucher must be used in one transaction as it is manually removed from your account when you call.
If you are travelling on your own, you can use the voucher for one upgrade and let the other one go to waste.
