That's not the issue. Visa MSD transactions are supposed to use entry method 91 as well, but there have historically been so many misconfigured terminals in the US that send the transactions as regular mag stripe transactions that US issuers basically do not verify this anymore. This is why many foreign cards that have supported MSD (I.e. Some Canadian cards) decline due to invalid CVV.
