A tablet supporting 3G (with 3G, WiFi and all transmitting function off) is okay on Chinese carriers (on most flights) but not for mobile phones. They are supposed to be off when plane leaves gate to when it arrives at gate, but many passengers start turning on mobile phones after landing when the FAs are still seated.

The Chinese government only requires Chinese carriers to enforce this rule. The rule does not apply to non-Chinese carriers.
