My best advice is to call JAL direct, and AA and compare the infant fare. Last time it was about $1000 for my son who was 1 at the time. As the dollar goes up, the yen is getting cheaper, you may be better of getting the ticket from JAL. Also try a few travel agents they may be able to get a infant price fare for better.
