This matches my experience. I've only been sent to Ag a couple of times out of the many that I've come back with food (which was declared pursuant to the questions). Even at larger ports of entry, there hasn't been a wait for me, so I was in and out in a few minutes even with the extra step.
Overall, I haven't had any issues with the program, and all interactions with CBP have been professional. ^
