On more than one occasion when I've declared "food" -- that being chocolate -- the CBP guy asked "any meats or fruit?", to which I say "no - just chocolate". Only once was I sent for an ag scan- took maybe 30 seconds. For me, being totally upfront and honest is worth the very slight inconvenience of having to say "yes" to the food question.
