Contactless was NOT enabled and I am not sure if they ever had it enabled at this particular location. I have yet to see a 76 in California with Contactless enabled, yet a couple in Nevada I've been to that recently got Gilbarco registers have Contactless enabled (no EMV though).
I have heard 95% of the credit card fraud for the entire 76/66/Conoco network nationwide comes from about three counties in California. That may explain why there is no Contactless at the California locations...
ConocoPhillips' Passport ctls support seems to vary based on the areas Gilbarco tech but as you said it could also be fraud related. So if you could find a Verifone Commander 66/76/Conoco station it may have support inside. It does seem that Gilbarco is slowly rolling out the EMV chip support to gas stations.
I've been to an unbranded gas station with Gilbarco Passport EMV+NFC enabled but trying to use any Visa/MC contactless cards results in a "Please Insert card" message on the cashiers end so poor progaming on Gilbaros end so it probably won't work once EMV is enabled unless that is because of the backend of the station I went to but it sure looks like ctls will no longer work once EMV is enabled. Although with Verifone Commander it should keep on working but has anyone actually seen any of those with EMV enabled?
