One of the slides seemed to imply that Shell was going to roll out indoor EMV at the same time as the forecourt. Seems like they're progressing a lot more quickly on the former than expected based on what I've seen around here.

However, the others may end up holding off until at least April, which may mean that a lot of gas stations won't make the October 2017 liability shift. Another concern is that EMV contactless requires a service pack to enable, though it sounds like MSD should be working right now if you're not Shell.

Have you seen any other Chevron stations in the San Diego area with the outdoor contactless readers? I only know of one (Highway 52/Convoy Street) and I've only had success with AmEx when using those. Even in the Bay Area--which is their contactless test market--most Chevrons don't seem to have the readers yet.

The Citi Costco cards definitely have contactless. I actually got a hold of one again today and read both interfaces with cardpeek. The CVM list for the contact interface (red = purchase related entries):

  • Fail cardholder verification if this CVM is unsuccessful: Enciphered PIN verified online - If unattended cash
  • Fail cardholder verification if this CVM is unsuccessful: Signature (paper) - If manual cash
  • Fail cardholder verification if this CVM is unsuccessful: Fail CVM processing - If purchase with cashback
  • Fail cardholder verification if this CVM is unsuccessful: Signature (paper) - If terminal supports the CVM
  • Fail cardholder verification if this CVM is unsuccessful: No CVM Required - If not attended cash and not manual cash and not purchase with cashback

Offline data authentication also isn't supported. Based on http://www.spotterswiki.com/emv/index.php there aren't any surprises compared to other Citi Visa cards.

As for contactless, the difference between the Costco card and Apple Pay appears to be more EMV records. For EMV contactless it seems that the Track 2 data's grabbed from the Processing Options, while for MSD contactless it's returned in one of the EMV records. This may explain why the Costco card seems to have issues domestically when tapped. Unfortunately ODA isn't on the contactless interface either so use of the card for transit is probably not going to happen.

I wonder whether or not 99 Cents Only Stores plans to introduce EMV. The one we normally shop at still has old Verifone MX830s (non-EMV version). Competitor Dollar Tree has EMV enabled, so I don't see any reason why 99 Cents Only shouldn't introduce EMV. They even have touchscreen NCR registers that I am sure can support EMV by swapping out those old MX830s with some new MX915s with updated software.
Probably stuck in certification like other retailers. They've been on the MC map for a while though so they may enable contactless at the same time once that's resolved.

Yep, MX915. The MX925 is a lot bigger.
