No YQ applies only if Japan is a destination or stopover point, not just transit. No idea if that's "legal", but it's the position AP is taking.

In my case NRT YYZ I was dinged YQ. NRT was a stop. (flew out of HND but it's still Japan, and that's OK as we know)
What am I misunderstanding? (not being facetious, I really don't know)
