The panel is a mixing console, with level "faders" for a number of independent radios. So, for example, one could hear ATC at a high level on #1, and ATIS at a low level on #2. Then perhaps the intercom at a different level on #3. If there's no one in the jumpseat who needs to hear everything, pilots (who make "Channel 9" available) are supposed to put VHF-1 (usually fader #1) up to a normal level and the rest off.
