How so, if they don't do it in the first place?

And transcontinental flights have nothing to do with it. If you were only flying from SMF to LAX and that flight was cancelled, you can't use IRROPS either.
Well, they sell these flights from LA as "direct". You can define "intercontinental" however you want.

And the flight from SMF to LAX wasn't cancelled. Just severely delayed.
