When the plane got to PHX, the FA said to run to my connecting flight. What do you know, it was waiting for me and the others that were connecting on the same flight. So......YMMV!
Southwest does hold flights. But our flight was too delayed, so they just told the other flight (which initially they were holding) to go on.
