1. Sure, just like they won't sell a seat to someone traveling with a child if the adult insists on sitting in the exit row. The "must sit by your child" rule is imposed on UA, so they can make their rules accordingly (IMO).

2. Not a lawyer, but I think it's something to do with making accommodations, which the airline has defined as early boarding (again, IMO).
