You save both the Electronic Carrier Usage Fee and the Credit Card Surcharge by purchasing your ticket at the airport. I don't think they advertise the fact that you don't pay the credit card surcharge at the airport, but they don't charge it.

Times are limited though. Agents are not supposed to sell tickets during check-in at outstations, just 1hr post-departure. The bases have dedicated hours for ticket sales.
