I should have mentioned that the folks who I'd like to be able to group text are all on different carriers with different phones (and a couple of them don't yet have smartphones).

You don't need a smartphone (or a PC) to get twitter notifications; tweets can be received (or sent) via SMS. Yes, they'd all need a free account. You or the non-smartphone user would need a PC to setup the account and (as you said)
send the tweets to the cell.
Your listserv idea is better, but is kinda brittle.
Here's how you send email to SMS. If you used this method, you could keep the dist list within your email client (maybe) and you'd have to update your mailing list when someone changes carriers but maintains their phone number. And using this method, only you could send to the distribution.
