This is how Quick Chip is able to "work" - it fools the card into thinking the terminal cannot go online and declines the transaction offline. And then it submits for authorisation afterwards. The other telling sign is the 'Mode' is listed as 'Card' instead of 'Issuer', indicating the EMV processing finished with Card (in this case, an offline decline) vs. being processed by the Issuer.
I went back this morning and tried with my Diners Club MC. Transaction went through without a CVM, meaning that they either waive it for small amounts regardless of PIN/signature preference or simply don't support PIN at all:



cardpeek also shows no indication that Quick Chip was used (card's view of the transaction amount == amount sent to the issuer and CVR begins with "6"):



I'm thinking the stuff showing on the receipt from last night was just a fluke due to me trying contactless first (or possibly that contactless works there but there was a temporary network issue).
