That may simply be how their POS is set up, but an ARC of Z3 should have terminated the transaction completely under normal EMV processing. This is how Quick Chip is able to "work" - it fools the card into thinking the terminal cannot go online and declines the transaction offline. And then it submits for authorisation afterwards. The other telling sign is the 'Mode' is listed as 'Card' instead of 'Issuer', indicating the EMV processing finished with Card (in this case, an offline decline) vs. being processed by the Issuer.
