Yes, you can connect through Seoul, but there aren't that many flights a day between TPE and ICN - only 7, and I believe KE and AS each has only 1 flight a day.

In contrast, there are about 40 flights a day HKG-TPE, and over 20 HKG-PVG.

And, as I said, you can also try Air Macau through Macau. It has 10 flights MFM-TPE, and 5 flights MFM-PVG a day. It's apparent that there can't be that many people going from Taipei to Macau each day; the main purpose of Macau's airline and airport is to serve the Taiwan-China market.
