Store gift cards are pretty much always locked to the currency of issue. (heck, even some major payment network gift cards can't be used to pay in a different currency.)

iTunes doesn't allow it in any case (which is why there's a market for marked-up iTunes gift cards), so I'd be shocked if Apple did.
