The one in the front is reserved for 8 business class passengers only and the 168 economy have to share two toilets at the back... Never seen it before, and I do travel business class only if flights longer than 3 hours... Seen this on VA1315 yesterday...
Qantas (until very recently), Virgin Australia and formerly Ansett have all curtained / roped off access to business class and the front toilet for many years on every flight I have travelled on (countless 100s).

It is only on the new fit out on the 737 that the curtain has been removed by QF - even then business class cabin crew will usually send the economy passengers back where they belong - in the economy cabin.

It has been normal practice for VA to put a magnetic rope across the economy / business divide for the years in which business has been available to dissuade economy passengers from invading the business cabin.

It is very easy to understand - us folk at the front are paying BIG CASH for privacy, exclusivity, and service. In economy you are paying for the budget experience.

If you feel there are insufficient toilets in economy you can (1) pay for business class and / or (2) complain to the airline and recommend they refit with extra facilities. Of course the airline will argue that by having extra seats they can sell you an even cheaper economy fare.
