IIRC, OP was able to open a new card from 1st shut down in just over a year. The 2nd shut down caused by a dispute that of course brought eyes on the previous history. This would be the 3rd shut down, also triggered by a dispute. All previous DPs were in this thread.
Agree the dispute should still be resolved. The rest is another matter.
