I've never been on an airline where this wasn't at least the policy - although enforcement does vary.

The reason is simple - from a cabin "hygiene" perspective the airlines don't want economy passengers walking through the business cabin. They also don't want business passengers having to wait for the lavatories due to economy passengers using them.
