No, you are not responsible for resort fees when redeeming a BMG. The resort fee would be covered by the certificate.

Since your father in law's name is on the BMG, he would need to book the stay under his name and then add your name as a registered guest. Once you're added, I would recommend contacting the hotel directly to see if they would need you to present the BMG at check-in.
