Not confusing or strange at all. Most carriers will have multiple fares filed, all of which can book into the same fare class, but might have different restrictions (e.g. on booking dates, routings, minimum-stays, etc.). This is pretty much standard in the airline world.
Now their website not being able to handle it is a separate issue... But other airlines manage it without any issues.
