Checking some random numbers: PHX-SMF is on sale right now for 5500 miles, so 20K is ~2 round trips. It's also ~$130 one-way, although does he currently fly DL and connect or take the AA non-stop?

Oddball idea if you did go for PM, maybe search through the upgrade success threads and try to gauge how likely the upgrade chances are on PHX-XXX-SMF and gift him Silver as your Choice Benefit.

Also aren't BOG flights RUC-eligible? That might be the best value taking into consideration also the US connecting flight.
