I am located in Riga myself and in fact have stayed in three of them - Mercure, Ibis Styles and Ibis.
Do you have some specific questions?
Have stayed in Ibis Styles like 7 times (taking into consideration how cheap it sometimes was it was very handy for 10000 points promos), twice at Mercure and once at Ibis. Styles is not centrally located, Ibis and Mercure however very close to Old City, rail/bus station etc.
